Delegates Kessinger and Baldwin moved to amend the bill on page 5, section 8a, line 5, immediately following the word “That” by inserting the following: “this exemption shall continue to be allowable on the first $40,000 of the labor component for the consideration paid for the portion of the contracting services furnished when such contracting services have been made necessary as a result of a disaster as defined in section two of article five of chapter fifteen of this Code; when such disaster resulted in a state of emergency being declared pursuant to the provisions of section six, article five, chapter fifteen of this code, or, in a major disaster declaration or emergency declaration being issued pursuant to the provisions of 42 U. S. C. § 5122: Provided further, That”
